DVYSL Constitution

Article I. The name of this league is Delaware Valley Youth Sports League,  an

   affiliate of Babe Ruth League, Inc.

 

Article II. The purpose for which this league is organized, is to develop and operate a youth baseball/softball program in affiliation with Babe Ruth League, Inc., a New Jersey corporation in conformity with and pursuant to the principles, rules and regulations enunciated by said Babe Ruth League, Inc. In conjunction with such purposes, the objective of this league is that, through the medium of a supervised, competitive baseball/softball program guided and governed by said Babe Ruth League, Inc., this league will seek to implant in the youth of the community, ideals, of good sportsmanship, honesty, loyalty, courage, and reverence, so that they may be finer, stronger and happier youth who will grow up to be good, clean, healthy adults.

 

Article III. The League shall be affiliated with Babe Ruth League, Inc., a New Jersey corporation, and shall be governed by, and shall comply with, the principles, rules, and regulations enunciated and decreed by Babe Ruth League, Inc., a New Jersey corporation.

 

Article IV. The principle operations of this league shall be in and about the Borough of Milford, County of Pike, and Commonwealth of Pennsylvania, but may extend into such areas as provided for by the State, Region and National Headquarters rules and regulations.

  1. Per the rules set forth by the PA State Commissioner, any player or volunteer, coach, or board member is eligible to participate in DVYSL if an alternative Cal Ripken baseball league is not offered in that town or less than half the approximate distance in any direction. This is regardless of crossing town, county or state lines.

 

Article V. The League shall have the following powers:

  1. To make and enforce rules and regulations to govern itself on a local basis, consistent with and not contrary to any rules and regulations promulgated by the Babe Ruth League, Inc.

  2. To solicit and collect funds for the operation of the league.

  3. To enter into contractual agreements, mortgage or lease, purchase real estate or personal property as the members of the league may require.

 

Article VI. Requirements and Privileges for Membership

  1. Eligibility

    1. Volunteer Members - any persons sincerely interested in active participation to effect the objectives of The League may participate as a volunteer and engage in such activities and accept such responsibilities as coach, manager, field maintenance volunteer, concession volunteer or in any other needed capacity.

    2. Player Members - Any player who meets the requirements of Cal Ripken regulations consistent with the Babe Ruth Charter is eligible to participate on a team in accordance with the procedures for team selection.

    3. Board Members - The management of The League shall be vested in the Board Members. Volunteer members are eligible to be a member of the board with the approval of the Voting Members.

   2. Suspension or Termination

  1. Rights and privileges of membership may be terminated by the resignation of the member. Also, members whose actions are deemed contrary to the league objectives may be suspended or terminated. The suspension or termination of an active volunteer of DVYSL shall be determined by a predetermined Grievance Committee after a fair account of the accused incident has been provided by all parties involved. (See Article VII 1(b))

 

Article VII. Board

  1. Duties and Powers - The management of The League shall be vested in the Executive Board, Board Members and Voting Members. No member of the Executive Board, Board or any member of the league or volunteer shall have absolute power over any one individual or group of individuals or decision as it pertains to the DVYSL.

    1. The Voting Members shall have the right to:

      1. Approve and implement policies and procedures necessary to meet The League objective.

      2. Elect, approve, suspend and terminate officers of the executive board.

      3. Approve expenditures, enter into contractual agreements, mortgage or lease, purchase real estate or personal property, greater than $5,000.00 and that is necessary to meet The League objective.

    2. The Grievance Committee, which is comprised of the Executive Board and each Division Head shall have the right to:

      1. Approve, suspend and terminate members.

    3. The Executive Board shall ensure that DVYSL operates in a manner that allows for the progressions and financially viable for the participants, volunteers and the community. No purchases made by any member of the league over the amount of $250 will be guaranteed payment by DVYSL unless approved by the majority of the Executive Board prior to the purchase, with receipt being required for reimbursement.

  2. Membership

    1. Any person sincerely interested in the management of The League may be a Board Member with the approval of the Voting Members.

    2. Board members must attend the regular monthly meetings in accordance to the approved By-laws.

    3. Membership to the Board requires each member to accept the responsibility of directing one of the following committees necessary for the efficient operation of the League. The committees are Equipment/Field Maintenance, Concession, Registration, IT, Sponsorship/Fundraising, Division Heads, and All-star/Travel Coordinator.

 

Article VIII. Officers

  1. The Voting Members, at the October monthly meeting, shall approve by majority vote the four officers of the Executive Board: President, Vice President of Baseball, Vice President of Softball, Secretary andTreasurer.

    1. The President shall:

      1. Conduct the affairs of the League and execute the policies established by the Voting Members.

      2. Present a report of the condition of the league at the monthly meeting.

      3. Communicate to the Voting Members such matters deemed appropriate, and make such suggestions to promote the welfare of the League.

      4. Be responsible for the conduct of the League in strict conformity to the policies, principles, rules and regulations of Babe Ruth League, Inc.

      5. Investigate complaints, irregularities, and conditions detrimental to the League and report the findings first to the Executive Board and then to the Voting Members, if necessary.

    2. The Vice President of Baseball shall:

      1. Perform the duties of the President in the absence or disability of the President, provided he or she is authorized by the President or Voting Members so to act. When acting so the Vice President shall have all the powers of the President.

      2. Perform such duties as from time to time may be assigned by the Voting Members or the President.

    3. The Vice President of Softball shall:

      1. Perform the duties of the President in the absence or disability of the President, provided he or she is authorized by the President or Voting Members so to act. When acting so the Vice President shall have all the powers of the President.

      2. Perform such duties as from time to time may be assigned by the Voting Members or the President.

    4. The Secretary shall:

      1. Be responsible for recording the activities of the League and maintain appropriate files and necessary records.

      2. Keep the minutes of the monthly board meetings and maintain an appropriate file of them.

      3. Act as keeper of all local rules and records.

      4. Upload the minutes for public viewing within one week following the monthly board meeting.

    5. The Treasurer shall:

      1. Receive all monies and securities, and deposits in a bank approved by the Executive Board.

      2. Keep records for the receipt and disbursements of all monies.

      3. Be responsible for the payment of bills and debts of the League with the approval of the Voting Members.

      4. Provide and present a treasury report at each monthly board meeting and/or request by the executive board in the interim.

    6. Executive Board Members will serve for a term of 2 years.

    7. If the President resigns, the Vice President of Baseball and the Vice President of Softball will have the option to replace the President. If both the Vice President declines to replace the President, a special election and vote will take place at the next regular meeting.

 

Article IX. Board Members.

  1. The following committees are established to effect the efficient operation of the League. The Voting Members should call upon and approve volunteer members to assist in the completion of the tasks necessary for the efficient operation of the committee.

    1. Equipment Coordinator(s) shall be responsible for logging, distributing and collecting, at the conclusion of the season, of all necessary equipment.

    2. Concession Coordinator(s) shall be responsible for logging, organizing and selling all concession items, as well as coordinating volunteers to man the stand during all games played at MBF (Milford Ball Field).

    3. Public Relations/Sponsorship/Fundraising Coordinator(s) shall be responsible for coordinating all fundraisers held throughout the year, as well as soliciting any volunteers needed. They will also be responsible for securing sponsors for the season.

    4. All-star/Travel Coordinator(s) shall be responsible for organizing tryouts and practices, registering all teams for leagues/tournaments and communicating all important information with the head coaches for all travel and all-star teams within DVYSL.

    5. Baseball Commissioner 1 shall work in conjunction with a board/committee member to organize the draft, practice schedule and game schedule for all major and minor division teams. They will also schedule umpires as well as communicate all important league information with the coaches.

    6. Baseball Commissioner 2 shall work in conjunction with a board/committee member to organize the draft, practice schedule and game schedule for all rookie and t-ball division teams. They will also communicate all important league information with the coaches.

    7. Softball Commissioner 1 shall work in conjunction with a board/committee member to organize practice and game schedules for all Major Softball Division Teams.. They will also schedule umpires as well as communicate all important league information with the coaches.

    8. Softball Commissioner 2 shall work in conjunction with a board/committee member to organize practice and game schedules for all Minor Softball Division Teams. They will also communicate all important league information with the coaches.

    9. Event Coordinator shall work in conjuction with a board/committee member to organize and oversee all league events such as Opening Day, Picture Day and the End-of-Season Picnic.

  2. Board Members will serve for a term of 1 year.

  3. Any Board position that is unfilled after the October Annual Meeting will be appointed by the President.

 

Article X. Meetings

  1. Regular Board Meetings will be held monthly at a day, time and location approved by the Executive Board.

    1. The purpose of the regular monthly meeting is to conduct regular League business, establish policies, approve expenditures and all other business that may come before the Board.

    2. The League President shall preside over the meeting.

    3. The regular meeting is open to the volunteer members, parents and players as guests who are welcome to address the Executive Board, make presentations and comments.

    4. Voting privileges can be obtained by any volunteer of DVYSL outside of the Executive Board and Board,ONLY if that volunteer member is in good standing and has not been absent from 3 of 4  meetings prior to the vote. A Volunteer Member is defined as any coach, Team Mom/Dad, consistent concession and/or field maintenance volunteer (as decided by the Executive Board), Board and Executive Board members. To obtain and retain voting privileges for any member of the league (including Board and Executive Board members) 50% of the meetings must be attended in a year regardless of excused absences. (Oct. - following Sept.)

      1. Only Executive Board and Board members can be excused from meetings.

    5. The Executive Board will meet with a voting member not in good standing to consider termination of voting privileges. A member not in good standing that is not terminated may become in good standing and regain his/her voting privileges by attending the next 2 consecutive regular meetings. They will then be able to vote in the first meeting after being reinstated.

    6. Only Voting members in good standing attending the meeting make motions and vote at the regular board meetings. A member in good standing that is absent may submit an absentee vote in writing for a scheduled vote, via email, to the secretary within 24 hours of the meeting.

  2. Special meetings may be called by the Executive Board at their sole discretion to consider a specific subject. No business other than the subject specified in the notice of the meeting shall be transacted at any Special Meeting.

  3. The Annual Meeting of the Board shall be held in October of each year for the purpose of electing officers, receiving reports, committee assignments and accepting new Board members.

  4. The attendance of at least 50%  of the Voting Members in good standing shall constitute a quorum. No official meeting, business or votes shall be taken unless a quorum is present for any stated meeting.

 

Article XI. Division Rules

  1. T-Ball

    1. Games are to last 2 innings or 1 hour. A third inning may be played if agreed upon by both coaches and can be finished before the next scheduled game is to start.

    2. Every player bats and every player plays the field.

    3. Home team brings the tee.

  2. Rookies

    1. Games are 6 innings in length

    2. Every player bats. 7 pitch limit per batter (can foul off pitches past 6) No walks.

    3. The coach can put every player in the field or substitute with traditional 9 fielders. If all players are in the field a standard infield must be played. The remaining players can be placed in the outfield.

    4. Ball hit out of the infield on the ground batter is limited to a double.

    5. Ball hit out of the infield in the air batter is limited to a triple.

    6. Ball hit over the outfielder’s head no limit to the number of bases.

    7. Home team brings the pitching machine. Machines are to be set at 4 on all machines.

    8. If a batted ball hits the pitching machine, it is in play.

  3. If a game is played at Milford Ball Field, the Home team is responsible for ensuring that volunteers are available to manage the concession stand.

  4. Baseball Minors

    1. If the ball is batted in play, then you may run until the other team fields the ball and ends the play. This will not count as a steal home.

    2. If the ball is overthrown, anywhere in the field, you may run. There is no longer only one base on an overthrow, and this does not count as a steal home.

    3. (TBD date) - You may begin to steal home. (2 per game) A steal home is defined at the minor level, as running home from an error with a pitcher/catcher exchange. (Pass ball behind the catcher, wild pitch, bad throw back to the pitcher, or a throwdown from the catcher on another steal. Basically any play where there has not been a batted ball.)

    4. (TBD date) - Pitch count changes. (TBD date) the pitch count limit is 50 pitches. If a pitcher reaches 50 they can finish the batter they are pitching to, but need to be taken out after. On (TBD date), the pitch count limit improves to 60 pitches. Same rule applies.

    5. 1 umpire during the season

    6. 2 umpires during the playoffs

    7. If you have the 9:00 game at MBF (Milford Ball Field) home team is responsible for getting the flags up, setting up the PA system, getting the scoreboard ready and lining the field. Home team must drag the infield and mound in preparation for the next game.

    8. For games at APP (Airport Park) or LTF (Log Tavern Field) all home teams are responsible for lining the field and getting the portable mound out (APP only). As well, all home teams are responsible for dragging the field after the game and putting the mound away.

    9. Please make sure that dugouts are always left clean after ALL games.

    10. All scores and pitching information MUST be emailed to the division head after each game. Pitching information is pitch count for every pitcher (including the other team) and innings pitched for every pitcher (one pitch = one inning).

    11. Rain Outs

      1. Home team makes the call.

        1. Division Head needs to be contacted immediately.

        2. The Division Head will contact the head Umpire

        3. Please remember that our schedule is tight, and rainouts will be tough to make up.  If it is not Thundering and Lightning, or pouring at game time the game should be played.

        4. If it rained all day, and our field needs work to play, please try and get there early to fix field.  We should have quick dry in the shed.

    12. If a game is played at Milford Ball Field, the Home team is responsible for ensuring that volunteers are available to manage the concession stand.

  5. Softball Minors

    1. Home team is responsible for the pre-game and post-game maintenance to the field

      1. Batter’s box and  baselines lined

      2. Drag and Rake of field (after game).  Rake if field needs it before game

    2. Each team is responsible to have their dugout cleaned

      1. Garbage thrown out and if seeds on ground—swept

    3. Rain Outs

      1. Home team makes the call.

        1. Division Head needs to be contacted immediately.

        2. Please remember that our schedule is tight, and rainouts will be tough to make up.  If it is not Thundering and Lightning, or pouring at game time the game should be played.

        3. If it rained all day, and the field needs work to play, please try and get there early to fix field.  There should be quick dry in the shed.

    4. Innings and score

      1. The game will be 6 innings or will conclude at the end of the inning after the game has lasted 1 hour 45 minutes.

      2. Score will be kept for every game and reported to the Softball Division Head and recorded on SI Play upon completion of the game.

      3. 5 runs per inning will be permitted for any team. The fifth run will complete the hitting team’s half inning.

    5. No player will sit out for more than two consecutive innings.

    6. Facemasks are required for players playing at first base, pitcher and third base.

    7. Helmets with facemasks are required while batting.

    8. Pitching

      1. Pitching distance will be 35 feet for the duration of the season.

      2. Coaches will pitch until TBD Date. Upon TBD Date, player will pitch until a hit, a swing out or 4 balls. If 4 balls are pitched, coach will will pitch until a hit or swing out occurs.

    9. There will be a total of 10 players on the field (4 outfielders).

    10. Runners can take a secondary lead, but stealing is not allowed.

    11. No bunting until TBD Date.

    12. If a game is played at Milford Ball Field, the Home team is responsible for ensuring that volunteers are available to manage the concession stand.

  6. Baseball Majors

    1. Home team is responsible for the pre-game and post-game maintenance to the field

      1. Batter’s box and  baselines lined (Keys are in the concession stand for shed)

      2. Drag and Rake of field (after game).  Rake if field needs it before game

      3. Make sure dugouts are unlocked  before game (Combo—Cal Ripken’s consecutive games played)

      4. Dugout locked before leaving

      5. Flag raised and lowered

      6. Scoreboard plugged in and out

    2. Each team is responsible to have their dugout cleaned

      1. Garbage thrown out and if seeds on ground—swept

    3. Rain Outs

      1. Home team makes the call.

        1. Division Head needs to be contacted immediately.

        2. The Division Head will contact the head Umpire

        3. Please remember that our schedule is tight, and rainouts will be tough to make up.  If it is not Thundering and Lightning, or pouring at game time the game should be played.

        4. If it rained all day, and our field needs work to play, please try and get there early to fix field.  We should have quick dry in the shed.

    4. Umpires (Our Head Umpire is Dennis Conklin)

      1. The umpires are experienced and certified Cal Ripken umpires.

      2. Their decision is final and no arguing with the Umpires will be tolerated.

      3. No player will ever question a call to an umpire.

        1. If a player disrespects an Umpire, it will be up to the coach to discipline the player.  Repeated disrespect to an umpire could lead to a player’s suspension.

      4. Coaches cannot argue with an Umpire.  Coaches can talk to umpires and ask for an explanation or clarification.

        1. If a coach thinks that a call was incorrectly called, politely ask for help from the second umpire.

      5. Any coach thrown out of a game will be SUSPENDED for the following game.  

      6. If there are issues please come see an Executive Board Member to discuss.

    5. Pitch Counts, innings and score

      1. After each game, the division head needs to be notified regarding the pitching information. Both innings pitched as well as pitch count.

        1. Failure to report pitch count  before the next game, or if it goes over the limits will be warned the 1st time, then suspended a game for each infraction thereafter.

      2. After Each Game the pitchers pitch count will need to be entered into a binder in the concession stand.

    6. Every player must have at least one at bat, and play in the field for 6 consecutive outs.

    7. Only one warning will be given to a coach, after that it will be suspension, this applies to any warning.

    8. Pitchers—65 pitches per game, 6 inning per week—Sunday through Saturday, after May 9th 75 pitches per game, innings stay the same

    9. Leading—8ft lead, after May 9th unlimited

    10. Dropped third strike, batter is able to go to first if unoccupied, except with 2 outs.

    11. No showing bunt, then swing.

    12. Anything not addressed in these Rules is to follow official Cal Ripken Rules.

    13. If a game is played at Milford Ball Field, the Home team is responsible for ensuring that volunteers are available to manage the concession stand.

  7. Softball Majors

    1. Home team is responsible for the pre-game and post-game maintenance to the field

      1. Batter’s box and  baselines lined

      2. Drag and Rake of field (after game).  Rake if field needs it before game

    2. Each team is responsible to have their dugout cleaned

      1. Garbage thrown out and if seeds on ground—swept

    3. Rain Outs

      1. Home team makes the call.

        1. Division Head needs to be contacted immediately.

        2. The Division Head will contact the head Umpire

        3. Please remember that our schedule is tight, and rainouts will be tough to make up.  If it is not Thundering and Lightning, or pouring at game time the game should be played.

        4. If it rained all day, and our field needs work to play, please try and get there early to fix field.  We should have quick dry in the shed.

    4. Umpires (Our Head Umpire is Dennis Conklin)

      1. The umpires are experienced and certified Cal Ripken umpires.

    5. Pitching restrictions, innings and score

      1. After each game, the division head needs to be notified regarding the number of innings pitched by each pitcher.

        1. Failure to report pitch count before the next game, or goes over the limits will be warned the 1st time, then suspended a game for each infraction thereafter.

      2. Pitching distance will be 40 feet.

    6. Every player must have at least one at bat, and play in the field for 6 consecutive outs.

    7. Only one warning will be given to a coach, after that it will be suspension, this applies to any warning.

    8. Pitchers—No player may pitch more that 10 innings per week. Weeks begin on Sunday and end on Saturday. One day’s rest is required.

    9. Dropped third strike, batter is able to go to first if unoccupied, except with 2 outs.

    10. Any player who is 10, 11 or 12 years old must attend Try Outs. There will be two days of Try Outs. Players younger than 10 may Try Out for Softball Majors.

    11. Facemasks are required for players playing at first base, pitcher and third base.

    12. Helmets with facemasks are required while batting.

    13. Bunting is allowed.

    14. Leading and Stealing

      1. Leading is allowed

      2. Stealing second base is allowed from the beginning of the season. Upon TBD any base may be stolen.

      3. Leading and stealing is permissible only after the ball has been released by the pitcher.

    15. A full game can be played with 8 players and must be started and ended with at least 8 players.

    16. Anything not addressed in these Rules is to follow official Babe Ruth Rules.

    17. If a game is played at Milford Ball Field, the Home team is responsible for ensuring that volunteers are available to manage the concession stand.

 

Article XI. Coaches

  1. All Coaches must comply with Cal Ripken/Babe Ruth guidelines for coaches regarding background checks.

  2. All Coaches must complete coaches training course.

 

Article XIII. This Constitution may be amended, repealed or altered in whole or in part by a ⅔ majority vote at any regular meeting provided the proposed change was announced in writing prior to the meeting in which the vote was taken.
